Fiscal Analysis

The bill would require the Department of Protective and Regulatory Services (PRS) to ensure that child day care facilities comply with certain minimum standards that were in effect on September 1, 2002.  It would also require PRS to conduct a comprehensive cost-benefit analysis and economic impact study that includes families and licensed providers.  The bill would take effect on September 1, 2003.


Methodology

The Department of Protective and Regulatory Services (PRS) estimates that it would cost $118,958 to print and distribute new rules, $19,998 to train providers on the new rules, and $33,500 to conduct the comprehensive cost-benefit analysis and economic impact study.  The study cost includes $7,140 to print and distribute a survey and assumes 1,432 hours of staff time at variable hourly rates with some travel expenses.

Local Government Impact

No fiscal implication to units of local government is anticipated.
