HB3331 by Crownover (Relating to the authority of a higher education authority or nonprofit instrumentality exercising the powers of a higher education authority to acquire, own, and operate facilities, to issue and execute bonds and other obligations, and to use the proceeds of those obligations for authorized purposes. ), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

 


The bill would require higher education authorities or other nonprofit instrumentalities  to locate facilities within the city that created the authority or instrumentality.  The bill would allow an authority or instrumentality to own, lease, or operate an educational or housing facility and to pay for said facility with revenue bonds.  The Texas Higher Education Coordinating Board has indicated that there would be no fiscal impact to the state.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.  A higher education authority or nonprofit instrumentality would incur additional costs to communicate with counties, municipalities, school districts and other political subdivisions outside of its municipal jurisdiction, but these costs are not expected to be significant.
