The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) to issue specially Keeping Texas Strong license plates for passenger cars and light. The bill would require plates to be designed in accordance with specifications and requirements of the bill; applicants to submit a $30 annual fee in addition to other registration fees to be deposited to the credit of the State Highway fund; that $8 of the fee would be for administration costs; and $22 would be used for the purposes identified in the bill. The bill would require a vehicle owner to return the special plates to TxDOT, if the owner disposes of the vehicle during the registration year.
No significant fiscal implication is anticipated due to the estimated number of license plate issuances. Also, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources based on the analysis provided by TxDOT.
Because the legislation would create a dedicated, the dedicated revenues included in this bill would be subject to funds consolidation review by the current legislature.
The bill would take effect September 1, 2003.
