LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 7, 2003

TO:
Honorable Carlos Uresti, Chair, House Committee on Human Services

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB3355 by Uresti (Relating to reducing Medicaid fraud.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Human Resource Code and create a program regarding Medicaid fraud. The bill would direct the Department of Human Services and the Health and Human Services Commission to jointly develop and implement a "front-end" Medicaid fraud prevention program to reduce authentication related fraud and abuse and to reduce the number of fraudulent participants.

The Department of Human Services and the Health and Human Services Commission indicate that the relationship of the bill's requirements to current law and practice may need to be clarified in order to allow for development of an estimate for the bill's fiscal impact.

Local Government Impact

No fiscal implication to units of local government is anticipated.
