LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 10, 2003

TO:
Honorable Mike Krusee, Chair, House Committee on Transportation

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB3413 by Krusee (Relating to the funding of toll facilities.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code by eliminating the Texas Department of Transportation's cap, currently set at 30 percent of the federal obligation authority, on money it may grant for acquisition, construction, maintenance, or facility operation costs in toll projects through outside entities, if the Department would receive 100 percent of the toll revenue.

The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2003.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
