No fiscal implication to the State is anticipated.

The bill would entitle a parent to access to any videotape made or authorized by a school district and recorded on equipment owned or leased by the district, including security camera videotape, in which the parent’s child appears.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.

School districts would likely incur costs associated with creating and maintaining a permanent videotape archive of all videotapes made with school district equipment in which a student may appear.  In addition, supply costs would likely rise because in order to ensure the access to which parents are entitled under the bill, it is likely that school districts would no longer be able to reuse videotapes.
