LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 28, 2003

TO:
Honorable Talmadge Heflin, Chair, House Committee on Appropriations

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB3453 by Heflin (Relating to suspending the operation of certain statutory funding formulas during the state fiscal biennium beginning September 1, 2003.), As Introduced

The bill would suspend certain statutory funding formulas for the 2004-05 biennium, thereby providing the Legislature with more flexibility to distribute funding within programs currently governed by the formulas.

Local Government Impact

The bill would have no direct fiscal implication to units of local government, but might allow changes in distributions currently governed by formulas.
