LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 5, 2003

TO:
Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB3484 by Delisi (Relating to health care coverage and services and other infrastructures for employed persons with disabilities.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would establish a "work group on health care options for certain persons with disabilities" to identify, recommend, and develop policy options to improve access to health care coverage and services necessary to support increased employment of persons with disabilities.  Non-state employee members could be reimbursed for travel expenses if such expenditures were specifically authorized in the General Appropriations Act.

The Health and Human Services Commission (HHSC), with the assistance of the workgroup, would prepare and present a report to the Legislature no later than November 1, 2004.  The bill would direct HHSC to use certain federal grant funding already awarded to the agency.  HHSC indicates that such funding is available and therefore there would be no requirement for additional funding.

Local Government Impact

No fiscal implication to units of local government is anticipated.
