No fiscal implication to the State is anticipated.

The bill would amend Section 771.075 of the Health and Safety Code relating to use of certain 9-1-1 fees and surcharges in certain counties and would apply only to the use of fees and surcharges collected under the Financing State Emergency Communications subchapter in the county which has the highest population within the region. Fees and surcharges collected under the Financing State Emergency Communications subchapter may be used for any costs considered necessary by the commission and attributable to designing a 9-1-1 system or obtaining and maintaining equipment and personnel necessary to establish and operate a public safety answering point and related operations or other related answering points and operations. The bill would take effect immediately if it receives a vote of two-thirds of all members of each house; otherwise it would take effect September 1, 2003.

Local Government Impact

No fiscal implication to units of local government is anticipated. The bill would allow fees and surcharges collected under Subchapter D, Chapter 771, Health and Safety Code to be used for designing, obtaining, maintaining and operating a public safety answering point in the county which has the highest population within the region subject to the subchapter, but would not increase or decrease those fees or surcharges.
