No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code, the Civil Practice and Remedies Code, and the Code of Criminal Procedure relating to the consolidation of the Office of Court Administration of the Texas Judicial System, the Judicial Committee on Information Technology, and the Texas Judicial Council.  The bill would abolish the Office of Court Administration and place its duties under the Texas Judicial Council.  The Office of Court Administration indicates that members of the Texas Judicial Council may be required to meet more often to handle additional executive and administrative duties under the bill. However, the agency indicates that to the extent the agency may incur additional travel costs, the fiscal implication is not anticipated to be significant.

The bill would establish the Judicial Technology Account to be administered by the Council.  Because the bill would create or recreate a dedicated account in the General Revenue Fund, create or recreate a special or trust fund either within or outside of the Treasury, or create a dedicated revenue source, the fund, account, or revenue dedication included in this bill would be subject to funds consolidation review by the current Legislature.  The bill would take effect September 1, 2003.
