FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 28, 2003

TO:
Honorable Will Hartnett, Chair, House Committee on Judicial Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB3600 by King (Relating to jurisdiction, practice, and procedures of county courts at law in Parker County and to the creation of the County Court at Law No. 2 of Parker County.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Government Code, Chapter 25 relating to jurisdiction, practice, and procedures of county courts at law in Parker County and to the creation of the County Court at Law No. 2 of Parker County.

The bill would create an additional county court at law in Parker County. Under Government Code, Section 25.0015, the state will provide a $5,000 annual salary supplement from the General Revenue Fund to the judge of the new county court at law, provided Parker County remains in the program to collect additional fees and costs authorized under Government Code, Section 51.702. The bill would take effect and the County Court at Law No. 2 of Parker County would be created on January 1, 2005.

Local Government Impact

The Parker County Auditor provided an estimate of local costs, which would include salaries and benefits for court personnel and other operating expenses such as travel, training and consumable supplies. The estimate for fiscal year 2004 would also include initial capital outlays for the county to provide furniture and computer equipment for the new court.

The total cost to Parker County for FY 2004 is estimated at $222,996. In FY 2005 and in subsequent years, the cost is estimated at $215,946.
