HJR1 by Puente (Proposing a constitutional amendment allowing the expenditure of motor vehicle fuel taxes and registration fees for rights-of-way for railroads and utilities.), As Introduced

No significant fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $85,275.


The resolution would propose a constitutional amendment to expand the number of allowable expenditures of motor fuel taxes and registration fees.  The resolution would allow such revenue uses to include the planning and acquiring rights-of-way for railroads and utilities, including pipelines, water lines, power lines, and communications lines, if the Texas Transportation Commission or its successor found that the expenditure would benefit the state highway system.

 

The proposed amendment would be submitted to voters during the election to be held November 4, 2003.

No fiscal implication to units of local government is anticipated.
