LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

February 13, 2003

TO:
Honorable Kenny Marchant, Chair, House Committee on State Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HJR17 by West, George "Buddy" (Proposing a constitutional amendment to require a two-thirds vote of the membership of the house of representatives to enact certain tax bills.), As Introduced

No fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $85,275.

Currently, a general law can be enacted without a two-thirds vote of the House of Representatives. The proposed amendment would require a two-thirds vote of the House of Representatives for passage of certain bills affecting taxes. In and of itself, the proposed amendment would have no fiscal impact on the state.

The proposed amendment would be submitted to the voters at an election to be held November 4, 2003.

Local Government Impact

No fiscal implication to units of local government is anticipated.
