No fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $85,275.


The resolution proposes a constitutional amendment to authorize the legislature to provide by general law that a qualified voter who resides in an area in which a municipality has begun the process of annexation would be allowed to vote in an election for members of the municipality's governing body. The election regarding the constitutional amendment would be held on November 4, 2003.
