The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Fiscal Analysis

The bill would propose a constitutional amendment to require the legislature to convene for a budget session each even-numbered year.  A budget session wold convene at noon on the third Tuesday in April and would last for 60 days and could be extended another 30 days upon a majority vote of the membership of each house. 

Methodology

The publication costs for the constitutional amendment would be $85,275 in fiscal year 2004.  It is estimated that costs of a budget session would be similar to that of a special session which costs
$1,150,000 for each 30-day session.  Therefore, the cost for each 60-day session would be $2,300,000 every other year. 

Local Government Impact

No fiscal implication to units of local government is anticipated.
