LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 4, 2003

TO:
Honorable Kenneth Armbrister, Chair, Senate Committee on Natural Resources

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB3 by Armbrister (Relating to the management of deer and land with deer populations under management plans approved by the Parks and Wildlife Department.), As Introduced

No fiscal implication to the State is anticipated.

This bill authorizes the Parks and Wildlife Department to assess fees for the issuance of Managed Lands Deer Permits;  removes the current statutory cap on fees related to Deer Management Permits, and waives all other statutory and regulatory provisions concerning white-tailed deer from properties operating under a Deer Management Permit.

If this bill is adopted, the department does not anticipate assessing additional fees for these permits, or modifying the existing fee structure for this permit.

Local Government Impact

If a local governmental entity owned land that was subject to a wildlife management plan, and if the Parks and Wildlife Department greatly increased fees, that entity could incur costs that could be significant. Otherwise, no significant fiscal implication to units of local government is anticipated.
