LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 28, 2003

TO:
Honorable Florence Shapiro, Chair, Senate Committee on Education

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB13 by Zaffirini (Relating to restricting written information required of public school classroom teachers.), As Introduced

No fiscal implication to the State is anticipated, based on analyses by the Texas Education Agency.

Local Government Impact

The bill would direct local school boards to limit redundant requests for information and the number and length of written reports required of classroom teachers. It would direct school boards to review paperwork requirements imposed on teachers, and transfer reporting tasks to existing non-instructional staff to the extent reasonably possible.

According to the Texas Education Agency, local costs or savings would depend upon the extent to which overall reporting is reduced and the relative cost and efficiency of non-instructional staff resources that replace teacher resources in performing reporting tasks.
