SB20 by Armbrister (Relating to the issuance of certain permits for overweight vehicles.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to allow an optional procedure for the issuance of a permit by the Victoria County Navigation District for the movement of oversize or overweight vehicles carrying cargo on state highways located in Victoria County and would establish guidelines, restrictions and requirements for implementing the provisions of the bill.  The bill would allow the Victoria County Navigation District to collect a permit fee not to exceed $80 and require that collected fees, less administrative costs not to exceed 15 percent, be deposited to the credit of the State Highway Fund.  The bill would allow the Texas Transportation Commission (TTC) to authorize the district to issue permits identified in the bill and to establish necessary rules to implement the provisions of the bill.  The bill would require the Victoria County Navigation District to make payments to the Department of Transportation (TxDOT) to provide funds for the maintenance of the state highways subject to the provisions of the bill.  The bill would provide the Department of Public Safety (DPS) with the authority to enforce the provisions of the bill.

 

Based on the analysis of TxDOT and DPS, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.  Also, no significant fiscal implication is anticipated due to the estimated number of permit issuances.

 

The bill would take effect September 1, 2003.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the Senate as to its probable fiscal implication on units of local government.
