FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 8, 2003

TO:
Honorable Royce West, Chair, Senate Committee on Subcommittee on Higher Education

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB28 by Zaffirini (Relating to the collection and maintenance of bacterial meningitis immunization records by public institutions of higher education.), As Introduced

No significant fiscal implication to the State is anticipated.

The institutions of higher education would incur costs related to the staff necessary to collect immunization records and to the data system to maintain the records.

Responses by four system offices to quantify potential costs, indicated that the total costs for their institutions would be approximately $855,000 in 2004 and continuing costs of approximately $450,000 each year thereafter. They indicated an additional 18 full-time equivalent employees would be needed to implement the requirements.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
