SB60 by Zaffirini (Relating to the provision of public mental health and related services for persons needing the services of more than one agency.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would provide for the Systems of Care initiative. The purpose of this initiative is to provide a comprehensive state system of mental health services and other services through a coordinated network. This initiative would replace community resource coordination groups (CRCG) and the Texas Integrated Funding Initiative (TIFI).

 

The bill would establish a state-level executive council and a state-level policy team to direct the initiative. The members are not compensated but are reimbursed for travel expenses by the state agency with which the council member is employed. If, the member is not employed by a council agency, the Health and Human Services Commission (HHSC) would reimburse his or her travel expenses. It is assumed that this expense could be reasonably absorbed within existing resources.

 

The bill would create a system of care trust fund with the comptroller. The fund would be administered by HHSC. It is assumed that any cost associated with this function could be reasonably absorbed within existing resources.
