No significant fiscal implication to the State is anticipated.

The bill has no direct fiscal implications for the Foundation School Program or the operations of the Texas Education Agency.  The bill requires the Texas Workforce Commission to provide technical assistance to the State Center for Early Childhood Development in its development of a quality rating demonstration project, but the level of assistance provided is expected to be of minimal cost. 

Local Government Impact

The bill authorizes the Commissioner of Education to use funds appropriated for the pre-kindergarten grant program to coordinate early childcare and education programs, develop and disseminate pre-kindergarten instructional materials, and develop childcare and education coordination standards.  Any such use would entail a corresponding loss of funds for school districts currently receiving pre-kindergarten grants.  Districts offering pre-kindergarten services also may experience some costs related to the coordination efforts mandated by the bill.
