The bill amends Subchapter A, Chapter 92 of the Property Code by adding Section 92.015 relating to a residential tenant’s right to summon police or emergency assistance. A landlord may not (a) prohibit or limit a residential tenant’s right to summon police or emergency assistance in response to domestic violence or other conduct; or (b) impose a monetary or other penalty on a tenant who summons police or emergency assistance. The bill specifies that the provisions of this bill may not be waived by contract. The Act takes effect immediately if it receives a vote of two-thirds of all members of each house; otherwise it takes effect September 1, 2003.
