LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 23, 2003

TO:
Honorable Mike Krusee, Chair, House Committee on Transportation

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB139 by Lucio (Relating to designation of the structure between Port Isabel and Padre Island as the Queen Isabella Memorial Bridge.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would provide that the structure connecting State Highway 100 and Park Road 100 between the eastern municipal boundary of Port Isabel and the western boundary of Padre Island is designated as the Queen Isabella Memorial Bridge as a memorial to the deceased: Julio Mireles Gonzalez, Robert Harris, Gaspar Saenz Hinojosa, Robin Leavell, Hector Martinez, Jr., Stvan Francisco Rivas, Barry Welch, and Chealsa Welch; the survivors: Bridegetter Goza, Rene Mata, and Gustavo Morales, Jr; and the hereos of that tragic event.  It would require the Texas Department of Transportation (TxDOT) to design and construct memorial markers indicating the designation as the Queen Isabella Memorial Bridge and any other appropriate information.  Also, TxDOT would be required to erect a marker at each end of the structure and at any appropriate intermediate sites along the structure.

The Texas Department of Transportation indicated that the bill would have a one time new signage cost to the department of approximately $1,400 for fiscal year 2004.  These signs would have to be replaced every seven to 10 years.

The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2003.

Local Government Impact

No fiscal implication to units of local government is anticipated.
