LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

February 19, 2003

TO:
Honorable Robert Duncan, Chair, Senate Committee on Jurisprudence

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB151 by Jackson (Relating to the recognition of foreign adoptions and the issuance of a supplementary birth certificate.), As Introduced

No significant fiscal implication to the State is anticipated.

This bill relates to the recognition of foreign adoptions and the issuance of a supplementary birth certificate.  The bill would allow an adoption order rendered to an United States citizen by a foreign country to be recognized as if the order was rendered by a court in this state. Upon petition for registration of a foreign adoption order, the courts would order the State Registrar to register the order and file a certificate of birth for the child, as appropriate.  It is assumed that the Department of Health would absorb any administrative costs the agency may incur in implementing the provisions of the bill.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
