The bill would direct the Department of Health (TDH) to develop a program to educate care providers and attorneys in Texas regarding anatomical gifts. Under the provisions of the bill, TDH would encourage attorneys to provide organ donation information to clients seeking legal advice for end-of-life decisions; encourage medical schools and nursing schools to include organ donation education in their curricula; and encourage hospitals to require that certain physicians complete an advance course in organ donation education. TDH would implement the program only to the extent that funds are available from Section 521.421(g) or 521.422(c), Transportation Code; money or in-kind donations donated to the department for the purposes of implementing the program; or the legislature appropriates money from another source for the purpose of implementing the program.
TDH indicated there is no fiscal impact to the agency. TDH assumed the Organ Donor Education Program for Health Care Providers and Attorneys would be implemented to the extent that funds that are made available through Department of Public Safety fee collections, money or in-kind donations, or funds specifically appropriated by the legislature for implementing this program.
