No fiscal implication to the State is anticipated.

The bill would amend Section 152.014, Local Government Code, to change the requirements for when a commissioners court would be required to hold a public hearing if the county has chosen to have public members on its committee to review salaries and expenses of elected county or precinct officers. Under current statute, if the commissioners court decides to have public members on the committee, those members are selected at a meeting in January of each year. If the bill passes, a hearing for selecting public members would only be required if a request for such is submitted to the commissioners court. Public members would serve until either the end of the fiscal year in which they were appointed or until the committee takes a final vote on the last of the grievances for which the committee held a public hearing, whichever is later. The bill would take effect January 1, 2004.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
