No fiscal implication to the State is anticipated. Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.

The bill would add Chapter 440 to Title 14, Local Government Code, to prohibit certain municipalities or port authorities from imposing fees charged for certain transportation services to and from cruise ship terminals. The specifications of the bill currently apply only to the City of Galveston and the Galveston Port Authority. The bill would take effect September 1, 2003.
