No fiscal implication to the State is anticipated.
The bill would adjust the language in Section 262.011, Local Government Code, clarifying that county purchasing agents shall purchase goods and services, rather than the current narrow wording of purchasing supplies, materials, or equipment. The bill would take effect immediately if it were to receive a vote of two-thirds of the members of each house; otherwise, it would take effect September 1, 2003.
