LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 28, 2003

TO:
Honorable Kent Grusendorf, Chair, House Committee on Public Education

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB346 by Ogden (Relating to an optional flexible year program for public school students who fail to perform satisfactorily on an assessment instrument or who would not otherwise be promoted.), As Engrossed

No fiscal implication to the State is anticipated.

This note is based on analyses by the Texas Education Agency.

This bill would authorize school districts to apply to the Commissioner of Education for approval to provide a flexible school year program for students who fail to perform satisfactorily on a state assessment or who would not, otherwise, be promoted to the next grade level.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.

Districts choosing to offer a flexible school year program could incur additional costs associated with additional days of work required of support personnel. Depending on district implementation arrangements, the extended school year could result in some teachers’ contracts being lengthened.
