LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 4, 2003

TO:
Honorable Eddie Lucio, Jr., Chair, Senate Committee on International Relations and Trade

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB353 by Shapleigh (Relating to tax increment financing under the Tax Increment Financing Act in certain cities that border Mexico.), As Introduced

No fiscal implication to the State is anticipated.

The bill would repeal Section 311.013(h) of the Tax Code, relating to tax increment financing in certain cities. The repeal would permit cities with a population of more than 230,000 and that border Mexico to retain all of their tax increment produced from property located in a reinvestment zone and subject to a tax increment financing (TIF) agreement.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
