LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 20, 2003

TO:
Honorable Anna Mowery, Chair, House Committee on Land & Resource Management

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB363 by Madla (Relating to annual reports filed with the Office of Rural Community Affairs by emergency services districts.), As Engrossed

No significant fiscal implication to the State is anticipated.

The provisions of the bill would require rural emergency service districts to file an annual report, as specified, with the Office of Rural Community Affairs (ORCA). The emergency service districts are currently required to file these reports with the Secretary of State, which currenly receives approximately 20 to 30 filings per year.

ORCA estimates that is would cost the agency $10,345 in fiscal year 2004 and $1,075 in fiscal year 2005 to implement the provisions of the bill. According to the agency, costs would include additional computer storage space and maintenance of the filings.

It is assumed that these costs would be off-set by reduced costs by the Secretary of State's office.

Local Government Impact

No fiscal implication to units of local government is anticipated.
