LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION
Revision 1

February 14, 2003

TO:
Honorable Frank Madla, Chair, Senate Committee on Intergovernmental Relations

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB366 by Lindsay (Relating to the regulation of on-premise signs in certain counties.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend Section 394, Transportation Code, to allow a commissioners court of a county with a population of over 2.4 million or a county that borders a county that meets that population criteria to set a reasonable fee for the county's issuance of a permit for on-premise signs. The bill would take effect September 1, 2003 and apply only to on-premise sign permit applications filed on or after that date.

Harris County is the only county with a population of over 2.4 million; therefore, the bill would only affect Harris County and its bordering counties.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
