FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION
Revision 1

April 22, 2003

TO:
Honorable Florence Shapiro, Chair, Senate Committee on Education

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB413 by Madla (Relating to the study of educational opportunities for emergency services personnel.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would commission a study of educational opportunities available to emergency medical services (EMS) personnel, particularly EMS personnel in rural areas.

The bill requires not later than January 15, 2005 a written report of findings and recommendations by the Texas Higher Education Coordinating Board, in conjunction with the Texas Department of Health and the Telecommunications Infrastructure Fund Board.

The agencies estimate the following costs associated with conducting the study:

Telecommunications Infrastructure Fund: little or no costs, < $1,000;

Department of Health: 80 hours for one full-time employee, approximately $1,600;

Higher Education Coordinating Board: about 200 hours for one full-time employee, approximately $4,000.

The agencies report these total minimal costs could be absorbed using existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
