No significant fiscal implication to units of local government is anticipated.
A subdivision or instrumentality of the state, other than a city or county, or the federal government, would be required to partner with a city or county for certain coastal public works projects. Quasi-governmental entities would no longer be able to directly involve themselves in such projects without establishing a formal arrangement with a city or county.
