No fiscal implication to the State is anticipated.

The bill would amend Section 41, Election Code, to authorize a city to hold its general election for officers in April instead of in May of odd-numbered years under certain conditions. If an election is held in April instead of May, the date could also be used to vote on any other city issue or issue regarding a political subdivision located wholly or partly in the territory of the city. The bill would take effect immediately if it receives a vote of two-thirds by members in both houses; otherwise, it would take effect September 1, 2003.

No fiscal implication to units of local government is anticipated.
