FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 10, 2003

TO:
Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB486 by Zaffirini (Relating to immunization of children.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would implement HHS 5, "Improve Texas' Child Immunization Rate" from the Comptroller's e-Texas report, "Limited Government, Unlimited Opportunity".

The bill would require the Texas Department of Health (TDH) to work with the Texas Education Agency (TEA) to increase immunization awareness and participation among parents of preschool and school-age children.  The bill would direct TDH and TEA to jointly apply for federal funds for immunization awareness and vaccination programs.  The bill would also direct the agencies to work together in creating partnerships with public and private health, service, and education organizations to increase awareness and participation in the state's early childhood vaccination program.

The bill would require each state agency that has contact with families in this state either in person or by telephone, mail, or the Internet to include a strategy in the agency's strategic plan for increasing public awareness of the need for early childhood immunizations.  TDH would be directed to notify each agency that must comply with this requirement.

No significant fiscal implication is anticipated due the Comptroller of Public Accounts response that the state agencies involved in these initiatives would be expected to fund their efforts with current resources.

The bill would take effect September 1, 2003.

Local Government Impact

No fiscal implication to units of local government is anticipated.
