No fiscal implication to the State is anticipated.

This bill would require the Texas Education Agency in conjunction with the Texas Department of Mental Health and Mental Retardation, the Texas Department of Health, and the Texas Commission on Alcohol and Drug Abuse to assess existing school-based mental health and substance abuse programs. The assessment would be required to include recommendations regarding the further development of such programs including the information concerning substance abuse prevention, mental health education, and access to related services. A report of the results of the assessment would be due to the 79th Texas Legislature by January 11, 2005.
