April 30, 2003

TO:
Honorable Jaime Capelo, Chair, House Committee on Public Health

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB529 by Madla (Relating to temporarily exempting emergency medical services personnel who serve a rural area of the state from certain legal requirements.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code, Chapter 773, to allow the Texas Department of Health (TDH) to give temporary exemptions to rules established under this chapter to emergency medical services personnel and/or firms that serve in rural areas of the state.

The bill would define a rural area as a county with a population under 50,000 or a large sparsely populated county over 50,000.

The bill delineates requirements for granting the temporary exemptions including submission of written documentation of the need for/circumstances of the exemption, an expiration date for the exemption, and a written plan of action from the individual/firm to meet the requirement.

The costs of the bill would be absorbed within current resources at TDH.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
