The bill would amend the Transportation Code to authorize a county commissioners court to lower the speed limit of a county road or highway outside the limits of the right-of-way of an officially designated or marked highway or road of the state highway system and outside a municipality to not less than 20 miles per hour in a residence district, unless the roadway has been designated as a major thoroughfare by a city planning commission.
The bill would take effect immediately if it were to receive two-thirds vote in each house; otherwise, it would take effect September 1, 2003.
