IN RE:	SB540 by Williams (Relating to the authority of the commissioners court of a county to alter speed limits on county judges.), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to authorize a county commissioners court to lower the speed limit of a county road or highway outside the limits of the right-of-way of an officially designated or marked highway or road of the state highway system and outside a municipality to not less than 20 miles per hour in a residence district, unless the roadway has been designated as a major thoroughfare by a city planning commission.

The bill would take effect immediately if it were to receive two-thirds vote in each house; otherwise, it would take effect September 1, 2003.

Local Government Impact

The cost to change out speed limit signs would be approximately $260 to $300 per sign. The total cost to a county to lower the speed limit would depend on the length of roadway affected and, therefore, how many new signs would be required. No significant fiscal impact to the counties is anticipated.
