No fiscal implication to the State is anticipated.

The bill amends sections 201(a) and (b) of Government Code by including a Health and Human Services Commission (HHSC) representative on the Telecommunication Planning and Oversight Council (TPOC) and the appointment of a HHSC representative promptly after the Act takes effect; specifying a staggered 2-year term for TPOC members, adding November 1 as the date for submission of council’s annual report, limiting the liability of TOPC members, and that the Department of Information Resources may negotiate rates and execute contracts with telecommunications service providers for services related to transmission facilities and carrier systems.
