LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 24, 2003

TO:
Honorable Robert Talton, Chair, House Committee on Urban Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB562 by Gallegos (Relating to conditions of employment for peace officers employed by certain municipalities. ), Committee Report 2nd House, Substituted

No fiscal implication to the State is anticipated.

The bill would add Chapter 145 to Title 5, Local Government Code, to allow peace officers in certain municipalities to meet and confer with the employing agency regarding an employment agreement. The municipality's authority would be protected and strikes by the peace officers would be prohibited. The bill would not require the public employer or a peace officer bargaining committee to meet and confer or to reach an agreement. The bill would take effect September 1, 2003.

Local Government Impact

If a municipality that employs peace officers and a peace officer bargaining committee were to meet and confer, the costs to the municipality would be for staff and staff time. If an agreement is reached, the agreement itself would dictate any other fiscal impact.

No significant fiscal implication to units of local government is anticipated.
