LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 31, 2003

TO:
Honorable Robert Talton, Chair, House Committee on Urban Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB592 by Lindsay (Relating to the location of a jail or related facility operated jointly by a municipality and a county.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would amend Section 361.067, Local Government Code, to allow a booking facility operated jointly by a county and a municipality to be located within one-half mile of an institution of higher education in a municipality with a population of 1.5 million or more. The bill would take effect immediately if it receives two-thirds vote in both houses; otherwise, it would take effect September 1, 2003.

The population stipulation applies only to the City of Houston.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
