No fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code to clarify the definition of an ambulatory surgical center as a facility primarily providing surgical services to patients requiring a recovery period of 24 hours or less after the completion of the patient’s procedure.Previously the definition read “patients who do not require overnight hospital care.”The bill would take effect immediately if it receives a vote of two-thirds of all members in each house. If it does not receive the votes necessary for immediate effect, the bill would take effect September 1, 2003.
