No significant fiscal implication to the State is anticipated.

The bill would implement recommendation GG 7 from the Comptroller's e-Texas Report, Limited Government, Unlimited Opportunity.  The bill would require the Texas Building and Procurement Commission (TBPC) to refer matters relating to the investigation and testing of indoor air quality in state buildings under their control to the Texas Department of Health (TDH).  According to the Comptroller of Public Accounts, TBPC's appropriation would be reduced and TDH's increased by the same amount.  An amendment to Government Code Sec 2165.304 would require TDH to contract for technical assistance related to indoor air quality.  It is assumed that the State Office Of Risk Management would provide the annual seminars with current funds designated for risk management training and that TDH could choose to use its appropriation to fund additional staff positions as needed.  Also according to the Comptroller of Public Accounts, the transfer of responsibilities and funding would be accompanied by appropriate adjustments in the full-time employee caps of the affected agencies.

 

The provisions of the bill would require a reduction of General Revenue of $590,000 at TBPC and in increase in General Revenue of $590,000 at TDH for the biennium, with no fiscal impact to the state.
