LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 4, 2003

TO:
Honorable Kenneth Armbrister, Chair, Senate Committee on Natural Resources

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB606 by Shapleigh (Relating to a manifest system to record the transportation of certain liquid wastes.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Commission on Environmental Quality (TCEQ) to develop rules to require persons who generate, collect, convey, transport, process, store, or dispose of sewage sludge, water treatment sludge, domestic septage, chemical toilet waste, grit trap waste, or grease trap waste to keep records and use a uniform manifest as prescribed by TCEQ rule to ensure that the waste is transported to an appropriate processing, storage, or disposal facility, or site permitted or authorized for that purpose.

Requirements of the proposed bill are expected to be implemented within existing agency resources.

Local Government Impact

No significant fiscal implications are anticipated for units of local government.  Local governments operating wastewater treatment plants would have to maintain manifests and keep records under the proposed law. This is not expected to require significant resources.
