The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Fiscal Analysis

The bill would create a new fee for nonresident fishing guide licenses.  The license would be the greater of $500, or an amount set by the Parks and Wildlife Commission.  Currently, there are 108 nonresident fishing guides licensed by the Texas Parks and Wildlife Department.  The license fee currently paid by these nonresident guides is $75.

Methodology

For the purpose of this analysis, it is estimated that 50 percent of the nonresident guides would continue to renew their guide licenses in the State of Texas.  After deducting for lost, the revenue gain is estimated to be $18,900 per fiscal year.  All revenues generated would be deposited to the Game, Fish and Water Safety Account No. 9.

Local Government Impact

No fiscal implication to units of local government is anticipated.
