No significant fiscal implication to the State is anticipated.

The Texas Council on Environmental Technology (TCET) expects that it would receive additional funds upon passage of the bill, since the bill provides for the agency to compete and manage for federal grants and funds for carrying out objectives of the Council. However, this estimate does not anticipate that this provision would result in the agency being eligible for additional Federal Funds because the bill does not explicitly expand the types of activities the agency is authorized to do.

The bill's provisions relating to members of the Council applying for grants from the TCET could expand the eligibility of state institutions higher education to receive funds from the TCET, since it would clarify that such institutions are eligible for TCET grants. The amount of additional funds any single institution would receive is not expected to be significant.

No significant fiscal implication to units of local government is anticipated.
