No fiscal implication to the State is anticipated.

The bill would amend Section 216.003, Local Government Code, to authorize a municipality that exercises authority under the subchapter to require the removal of an on-premise sign or sign structure not sooner than the first anniversary of the date the business, person, or activity the sign or sign structure identifies or advertises ceases to operate on the premises on which the sign or sign structure is located. The municipality would be allowed to exercise the authority without paying compensation to the owner of the sign or sign structure. Removal of a sign or sign structure under this subsection would not require the appointment of a municipal board on sign control.

The bill would take effect September 1, 2003.
