No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to expand the definition of “Highway Emergency” to include a situation or condition on a designated state highway where the Texas Transportation Commission declares a safety emergency based on criteria established by rules adopted by the Commission taking into consideration accident data, traffic volume, pavement geometry, or other conditions that create or exacerbate a hazard to the safety of the traveling public. 

No significant fiscal implication to the State is anticipated because the Texas Department of Transportation indicates it could absorb costs associated with the bill within its current resources.

The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2003.

Local Government Impact

No fiscal implication to units of local government is anticipated.
