No significant fiscal implication to the State is anticipated.

The bill would increase the maximum average daily inmate population from 2,000 to 4,000 for a jail facility contracted by a municipality with a county or private entity. The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, it would take effect September 1, 2003.
